If you click on Sagheera before you can buy soap and then just wait in the option menu until you can "technically" buy the soap, she won't let you because you initiated the chat before the soap was ready. Same thing happened to me; I clicked on her and afked for 30 minutes for dinner. When I came back, I chose to buy the soap and she said I couldn't. It's just one of the weird things the NPCs do, like stay at the shops on their days off <_>

The game has a set "count down" like clock or instead, could just be based on JST. It then takes the time that something becomes "available" and converts that to the time on your computer. So since the time displayed is based on your computer's time, it can't be incorrect. The fact that he's nearly two minutes past the designated time and still unable to get soap is unusual.

Did she eventually hand it over, or were you unable to go?

yeah, got it eventually, ended up being almost 4 minutes after the time before i finally could get it, wasn't like it was a huge deal or anything though, as my group was all still gathering together
