This game is fucking brilliant.
I rolled with 10 luck, 10 agility, and 10 endurance. Currently, crouching and one shotting raiders with this sniper rifle haha.
And, oh god, I haven't done much story, but based off some insinuations made by NPCs, is my father really... Well... Yeah lol
I can't wait to get some of the top-tier perks.

Im about 25 hours into the game and I absolutly love it, I had great expectations for it and they have been met and exceeded.
Also, Krandor do you have to keep the bobbleheads in your inventory to keep the stat upgrades?

But seriously, they add an extra level of enjoyment and activity for players who wish to pursue them. Being totally optional, and worthless since you can't exchange them for MS Points or anything, it's just icing on the cake and something for OCD-esque game completionists to freak out about and play a game for an extra 4 to 6 hours to get everything.
Again for what it's worth, 8 hours into the game on PS3 and Zero crashes/freezes/visible graphical bugs
I haven't encountered any issues with the PC version in my 5/6 hours of play last night other than getting an error that the program terminated incorrectly when I shut the game down. Funny thing is that my copy of Oblivion does the exact same thing and I've never figured out how to fix it. It doesn't effect the game at all, just a nuisance.
I found a lot of bugs but I assume they're shared amongst all versions. For example, if you 'bump' someone while they're in the middle of a scripted conversation, you break the script.
I tried cutting in line to submit my GOAT and when I stuck around to hear what happened to Butch, his conversation was cut short when the NPC behind him 'bumped' him because I'd pushed him out of the way in line earlier, giving the NPC behind Butch no choice but to ram into him along his predetermined path. So now I'm being careful about bumping into NPCs and that's kind of hard to do :D
The NPC pathing is not great, but that's a result of the engine's node based pathing, as opposed to a matrix or area system (I think, I'm not a programmer but I know that Oblivion used a system where you set predetermined paths upon which NPCs could travel as opposed to desigining a more procedural pathing system that deliniated areas they could and could not go, but give the NPCs the ability to move anywhere within those "can go" areas - it's complicated, that's all I know lol)
Playing on the PS3 I have encountered only one issue and that was during the GOAT. I sat down and the teacher wouldn't start the test so I had to load again.
Other than that, I just get the PSN bug (which I'm sure will be patched). I get occasional graphics glitches to, but it is just on walls and such. Draw distance does look goofy at times, but honestly I can live with that, game still looks amazing.
So really, unless you are huge into achievements and DLC, I'd say you are fine with either version. I wouldn't be surprised if trophies get patched into Fallout at a later time too.
I seem to suck at this game or something. I can't seem to find any quests I can accomplish because I don't have the caps to repair things, most of my weapons are about to fall apart, or buy stimpacks. Everywhere I go I end up running into things that just kick my ass because their aim is so much better than mine. I don't have any idea what I'm supposed to do. But despite all that it's still a fun game, I just wish I had an unlimited supply of grenades.
Scrounge for everything. I was out of 5.56mm ammo a little while ago, and also low on caps, so I wandered over to the Super-Duper mart to see if I had missed anything to hopefully round up a few caps.
Ended up finding over 80 rounds of ammunition and about 150 caps worth of random crap I had missed the first time around.
