it's a license plate frame that says you are a member of a foundation that gives money to fallen CHP officers' families, so once you are pulled over and the officer takes a good look at your license plate, they often let you go :D

definitely not a myth, since the CHP commissioner is cracking down on it and the foundation itself is going to stop issuing the frame

used to cost $1800 to become a member, then it went up to $5000

frame sells for some $700~1200 on ebay
