I've got a Curve through Verizon now, I think it is a fairly good phone. I pay 30 dollars a month for the unlimited data plan + voice and text.
The only way you can get GPS to work on it is paying 10 dollars a month for the service and their software. But like someone else said you can use Google Maps and it will give you a rough idea of where you are to give directions.
I think the Curve or perhaps the Pearl are going to be the cheapest options at this point. I'm sure the new Storm will be several hundred dollars with a contract, and without I would guess 400 or more.
I have an env2 and its amazing for text + voice calls, + you can get on aim/yahoo without a data plan, counts as a txt msg
I'm there most weekends with gf (thursday night to monday morning) and will prolly be going to summer school there this summer. I'd fully transfer now but I think I'm going to study abroad next year so no real point in doing that. If you go do the cal games I'm always "sitting" in the student section ;p

Tyche: Triangulation won't give you accurate street position, and won't give progressive turn-by-turn; has to have a real GPS radio in it. idk if the curve does or not, but if it does then it should work, ya.
Does the opera browser show pages in native mode or does it fuck up tables and stuff so it all fits on the screen without sidescrolling/zooming? Looking for a smartphone myself (Sprint though, else I'd get an iPhone), HTC Touch Diamond looks like a decent choice...I want something that can view the internet properly and not fuck the page up, most others I've looked at don't meet that requirement. Only thing that's stopping me is that they don't have them demoable in stores yet around here.
OP: Do a little research on suggestions but make sure you actually play with whatever phone you're looking into before you buy...I've seen reviews that are ridiculously exaggerated as far as some of the downsides to some of these phones are concerned. Supernerds are picky D:

The curve I had did have GPS, but not all models of the Curve do. That's why I brought it up. I don't know how accurate triangulation is, mine had GPS, but I know google maps can use triangulation. Opera browser can do either native or "mobile" view. I prefer the mobile view as I only have to scroll up and down and not side to side. Pictures are shown full size though. If there are pictures and text together (as most pages are, the words will still conform to your screen size and the pictures will be native. It's really quite awesome how it works.
