When the game launched Ilum was a contested planet with it's own battlefield. You got a daily and weekly quest that mostly involved a lot of PVE objectives. You often had Empire and Republic players sitting on either side of an area trading PVE objectives. They'd break a republic walker, you'd break an imperial walker, repeat. Bioware didn't like this and decided to change it. So the PVE dailies and weeklies became PVP based dailies and weeklies. Instead of helping in the war effort you need to kill 30 people (you have to deal damage to get credit in a party) or pick up 30 armament boxes (which don't get shared in a party at all). To sweeten the pot Bioware decided to give valor bonuses for the PVP kills. As soon as they made that change a lot of servers were completely dominated by the Empire spawn camping the Republic because they vastly outnumber them. To make matters worse, people were going from 30-60 valor in a matter of hours. This means they have access to the best tier of PVP gear in the game. So Bioware patched in a quick hotfix and lowered the valor per kill a bit. Now on many servers, like my own, you have players on both sides standing around farming each other for valor. Bioware is apparently okay with this.
