I went 4 months with my content ID inactive once. When I came back everything was in order.
SE has directly told me that after 3months all accounts are marked as inactive and 'CAN' result in deletion. however i've never heard of anyone's account being deleted. I have personally activated friend's accounts that were inactive for over 1.5 years and they still worked.
They no longer do this as far as I know. Moved to standard as well btw.

Semi-related: At what point of inactivity does SE delete all non-rare/ex gear and gil from the character? Sometimes I wish I could take a little break but don't want to lose everything or deal with letting people "borrow" my gear and gil to have it back some time later.

I called SE and they said that accounts can be purged after the 3rd month of inactivity. But the lady said that its highly unlikely anymore, if at all to happen.
SE doesn't touch your character at all. Either it's there with everything when you want to re-activated, or it has been completely deleted.
(I have a character on my account which has been inactive for four years now, they still haven't deleted it.)
Only ways somebody gets at your inactive character is you giving out the POL info or getting hacked.
...this brings to mind an entire scenario in which someone had all their stuff stolen by someone they gave their password to.. When they finally came back, it got blamed on SE, and thus this rumor was somehow born?
Seriously, why in the world would SE go to all the trouble of getting rid of the stuff that fits into a mailbox and then leave the rest there?? Somebody got played.
I was under the impression that after a certain amount of time of inactivity, SE would remove all non-Rare/ex gear and gil from the character. Reactivating the character would still have all Rare/ex gear, but no other gear and no gil. My concern isn't that my character would be deleted, it's if I reactivated it after a certain time, would I still have everything on it as when I canceled the content ID (including non-Rare/ex gear and gil)?
No, no gear is removed by SE.
Why would they create extra work form themselves? If they need the space, they'll just outright delete the whole character.
As rydz-asura said, that rumor probably came up, because accounts were accessed by other people than their rightful owner. Non-r/e stuff brings Gil after all.
I emo-quit for about 7-9 months back during the inflation days after i back to back broke 3 Venomous Claws when they were around 5-6Mil each, I felt massivly depressed about the whole inflation issue and having just lost 15m + in 3 mins I deactivated my Ids.
when I eventually felt the itch to play again i reactivated and logged on in exactly the same place with all of my eq and items fully intact. The funny thing was that while i was away the STF got serious on the whole Gil issue and when i went to my Mog house i had 9m in my Dbox from 2x SH sales when they were mega expensive. So financially i was in pretty good shape after the massive deflation.
