I just found an article on SCEI's website that is possibly pointing to these being sold at a cost of undetermined as of yet. Also it says Snake will be available in December and no word yet on Sephiroth. I really hope this isn't the case and is more a lost in translation thing.

Possible in a sense, you can use stickers to "paint" your character. I am assuming you already knew that of course. As far as making your own actual costume pieces, no, nothing has ever been mentioned and it has never been implied that you could.

Of course, with MM's professed dedication to the player base, who knows? I do think that something like that would be a pretty big thing to add in later though. Of course, i can see them having contests every now and then with the end result being the winner getting their costume added. They did that already though they haven't yet announced the three winners (one from each region, Japan, America, and Europe).

The Mario, Luigi and Joker are pretty cool, but the Sonic and Knuckles are just meh. Either way, it's a pretty cool thing to see.

Luigi one looks awesome (well, I guess Mario does too since they're just recolours, but the sackboy isn't fat enough!). Do you need a playstation eye to do that kind of stuff or can you just do that with the game's stickers?

Depends on what you're trying to do. For the most part, for custom designs, you'd probably need the eye to get the particular colors, designs and textures that you'd need.
