Koga tekko & Ninja Tool Expertise

I merited 5/5 Ninja Tool Expertise on NIN for the lulz (and cause it's one of the cat2 merits that doesn't suck so bad on NIN). I got my hands on a Koga tekko and wanted to see if the hands (33% proc rate on saving a tool) stacked with my 5/5 Expertise merits (25% proc rate).

After 100 casts of Utsusemi, I was pretty dismayed to see that I only saved 35 shihei, which is more inline with the 33% proc rate of the AF2 hands. So I'm thinking that the higher of the two will only process, and that they won't stack. So if you have the AF2 hands, the Expertise merits don't kick in; and if you don't have the hands, your merits will kick in.

Kinda sucks. Is this a bug? Or were they never meant to stack in the first place?

I have both af2 and merits as well, and have had people tell me they stacked, but I NEVER see it proc at 50%+ just from eyeballing.

Either way, Dusk+1 hands more appealing since I only see STR+12 useful just for merits because the whole night/day equip sets is a hassle.

i would care about the tools i saved

i did 5/5 tools expertise because theres nothing else to merit in group 2

and i wouldnt use AF2 for utsusemi

i do use AF2 hands when i land debuff along with my magic acc and ninjitsu skill equips tho

so for real it still proc when ur casting utsu tho! unless u dont have a haste hands or full usu

whether it stacks or not, it doesnt really matter but i dont think af2 is 33%

looking at SE, im leaning towards 5-10%, and that fit into your test :O

I don't use AF2 hands for Utsusemi, it was only for a test. Wiki says Koga tekko have a 33% proc rate, so that's what I went along with.

I remember reading when the cat2 merits came out that someone tested this also, and tested AF2 and merits didn't stack, or if they did the merits only gave an extra 1% for each merit (he had 2 merits into it, and got 35% or some shit).
