I don't seem to recall the twins ever recovering in anything but FFIV DS. Maybe that's just my memory failing me, but I'm pretty sure they never recovered, and I'm pretty sure Tellah was about as dead as he could get.

In the SNES version, the twins were unstoned by the elder in mydisa. You see them when you are about to attack the giant of Babel and all the airships are there as a show of support.

Tellah stays down as far as I remember.
