TM = Tactical Move. which is FF11 terms would be like a magic scroll. it teaches pokemon a move. bu yeah, doesnt really aid in understanding the joke at all. if anything makes it more confusing!

TM 34 teaches your pokemon the move Bide which, when used, makes it sit still for 2 or 3 turns. At the end of this waiting period, the enemy pokemon receives twice the damage your pokemon received.

it's a useless move in practice, your enemy generally takes the opportunity to either switch pokemon or buff the shit out of his team.
