It's actually the spot in Gustaberg that Bastok's monorail type thing was originally supposed to run through, before they scrapped that idea. There's a whole bunch of other spots in Bastok that are still around where it was supposed to run.

It's cool, it's just lazy programming that they didn't take some of those holes in walls out.
