Connectivity Issues For P2P Software/Online Gaming

Ok so I'm having a strange problem lately.

I'm trying to play games over the internet on GGPO. I've forwarded the correct ports on my routers (UDP 6000~6009, TCP 7000). However, when I actually go to play the game, I can never connect to the other person and play. The same thing happens when I use any P2P software. A few weeks ago on DC++ I could search for files and they would show up. Now, I can no longer search or download files on any P2P programs.

So what's going on? What is blocking me connection? I have Windows Firewall on but "Don't Allow Exceptions" is left unchecked. Besides Port Forwarding, what else can I do? Or is Port Forwarding not working? What's going on here?

I guess we need more information.

You said router*s*, so are you using multiple routers to connect to the Internet? What ISP are you using? Did P2P ever work for you (or it was working at some point and it stopped working?)?

If you're using a router, presumably with its firewall enabled, why are you using windows firewall at all?
