The Napolitano pick is likely for immigration awareness (and not the silly ass redneck "BUILD A GODDAM WALL" type of awareness) and for leadership/organizational competence. Napolitano has largely done well for AZ, and maybe what Obama is looking for is strong operational/leadership skills to make sure the department runs efficiently and does it's job.
I mean Tom Ridge's resume is really no more impressive than Napolitano's at all... I kind of think Napolitano's legal background and more realistic experience with immigration gives her an edge in comparison (Ridge was a member of the US Congress and governor of... Pennsylvania... prior to his homeland security appointments).
