newbish question on success rates

I am wondering what the success rate is when your skill(s) is equal to the skill cap(s) of a recipy. I checked the older wiki, and it does not give any information for when player rating is equal the skill cap.

I am assuming it is 5% fail rate, as it is when 1 level above the skill cap(s). But, i was wondering if anyone can confirm or deny(sp?) this for me.
