was kind of surprised to see Asura on that list, based on the ffxiah active player data we're the 7th most active server there is (coming in behind Odin, Bahamut, Phoenix, and kinda close in size compared to Shiva, Ragnorak, and Fenrir). most other servers on the transfer list have around 11k active players while Asura has 13k active players. then again Odin has 20k active players so it sounds like they do need some to move elsewhere.
