Making a PSN ID w/o Owning a PS3

I recently got a message from Playstation/G.A.P. (Gamers Advisory Panel) about merging my G.A.P. account with my PSN ID. Well i don't own a ps3 or a psp (do you even need one for psp?) so obviously I didn't have one. But low and behold they gave an option to make your own PSN ID w/o needing access to the Playstation Network.
