I have seen Proteus 2 times while i was riding the boat to Einherjar. Both time there were like 10+ ppls on the boat.
First time it didn't pop right away and my brother was fishing on the boat. All the suddent it just pop out of no where, we were totally unprepare and wipe. We only had 4 ppls in party, one Thf, War, Blm(me), and Whm. It Hundredfist all of us in less than 5 mins.
Second time i was alone and i just open the door and it's hitting my face >.>;
Anyway, ever since then i haven't not seen it pop again because most of time there were just a few ppls on the boat (3 ~5).
if proteus has popped two times in a single run (2 testimonials above to confirm this behavior) then is it possible that the two spawns can not be likened to each other? i'm coming to suspect that proteus's pop conditions do not in any way reflect AA's making testing on proteus a red herring. mmmm... red herring... very tasty!
The 2 boat riders are to ensure you have a trustworthy spectator to see if proteus spawns. Unless your going to have someone warp and reenter the docks and just do white->nash over and over and under and over.
4 could have you counting nash->white and white->nash. So if this theoretical "millionth customer" is correct you will have the baseline to try and get AA.
Dangit... If this is the same as the "Millionth customer" then i wonder if Mad Bomber is the same way.... Oh, well first AA then MB.

Also, it probably doesn't have to be a ticket-buy like someone else said. There isn't much evidence of SE using cross-zone interaction outside a few instances so it could very well just be the server counting the characters that have zoned onto the boat. That we DO know SE does all the time in one essence or another.
Although it's rare for people to ride the boat back to Whitegate, people do do it (sometimes just to see if they can somehow pop AA). So one would assume that, if the pop condition is indeed linked to a quota of boat-riders similar to the frequently-popped Proteus, AA would have been seen by someone over the course of the last year or more. More concrete evidence would be the fact that the people that tracked it with ArtMoney found that it hadn't popped at all on most servers within the last however many weeks since the previous maintenance.
Personally I think the quota theory is wrong. I'm pretty sure AA is broken and the only time it can ever possibly spawn is right when the servers come up (as it did on Unicorn).
Didn't people check if AA spawned through that memory program? Art Money? I can't remember the name but I remember reading that some servers showed it not popping for months and some showed it popping right after maint. Either the info given was wrong or the sever maint does not reset counter.
Just throwing out some ideas. maybe that program could help with this new theory.

weren't there a storm of multiple pops that showed up all at once then vanished again? this has lead me to conjecture that it's based on something relating to the date, be that seasonal, based on the year, some funky number games with the dates, or what have you.
I've always wondered if you needed VERY high hate in order to pop him. Since his name is Almighty Apkallu, I keep thinking he's godlike and since you've been killing Apakallu he's pissed and looking for blood >_>
It'd sorta fit with SE's "He doesn't like being lonely" thing.
