I want to say they're up because I've heard of plenty of people trying to position themselves in Storm Peaks to catch TLPD after a reboot...but I'm not sure.
I might be mistaken but I think that their timers start with a reboot.
Arms rotation is:
Keep rend up, MS when lit/overpower when lit/execute when lit, slam if nothings lit. I dont know/care about the actual best order, but that's all you are pressing.
You aren't going to get away from the way warrior works. In arms, if you miss or get parried, overpower procs and you hit it. If sudden death procs, you execute. In fury if slam procs, you hit it. In cataclysm if vrush procs, you hit that as well. That's just the class. 3ish buttons and procs.
Obviously right now fury's rage rate is way too high because we have an infinite amount at times, and as you can see on logs, no class is as dominant on so may fights as warriors are. They normalized it so if it gets out of hand in cataclysm, it's easier to change without destroying us or hitting us too hard. They made it drain faster if it caps, they made haste affect it, it's completely different in cat. To make up for the changes and to make up for taking whirlwind away from singletarget, they added another proc. On dummys right now I can't see my dps, I don't know if it's low or high since so much is changing. What I do know is that my rage is nearly as infinite, and I don't have much haste.
As far as worrying about a class because it has a 3 button cycle, you aren't going to find many without that. In most cases the abilities you are using at level 10 are the abilities you will be using at 80. Look at mage rotation or combat/mute rogue rotations. 5 buttons in any form of rotation is alot for a class. That can get tedious and boring no matter the class. Your question was originally is fury interesting, no, it's not, and nothing really is, however the exception with fury is that a 3yr old could top meters with it in ICC.
The belt is pretty much amazing, I just got that myself upgraded from the Ulduar craftable.
I don't agree with getting the Cloak first though, while it is BIS and pretty much a godly item. Unless you get very lucky you will have to use Glyph/Black heart for a very long time (Or if you need Stam even worse: Gossamer's.) Corroded Key is much better than Glyph, especially outside of ICC where armor is less important.
Basically I'd go Belt > Trinket > Cape/T10 Head and Body. But that's my opinion.
The trinket isn't that good. Armor is a better stat then stamina when first entering ICC and starting out a gear set. Badge gloves, belt, cloak, chest and boe legs/feet all are probably better in that order.
The trinket is decent if you're REALLY hard up for stamina, it's a hefty boost. But when you have a 25% health increase right off the top I wouldn't spend badges on it.
Although I will make one point about the trinket, it's a great way to increase your gearscore. While blackheart is a great trinket, as well as a few other trinkets are, going from a 200 to a 264 is a nice upgrade and will make getting into pugs easier.
However, I will still stand by my view of it should be the last badge piece purchased, including if you spend badges on saronite for the BOE's. But thats coming from a Warrior.
Since I'm less familiar with pally and the tier pieces and badge gloves may be of less value to you, I will agree with Belt/Cape before everything else.
If you macro it with Divine Protection, you end up with a 12000dmg shield that can save your ass, and 228stam is really not that bad. If you have black heart (or ToGC trinket), you might want to get others upgrade first, but when most of your gears is 245, the trinket isnt a bad upgrade by any mean.
Personally, I would just go with the largest itemization boost in his case (if he is stuck with a ilvl200 cape, get the cape, he he has shit trinket, get the trinket...etc). As long it's not stuff that drop in VoA, he probably won't see something better than badge gears for a while.
Well as I said I'm far from geared out through heroics yet. I've been using a D rating/block rating trinket to push me into guaranteed blocks, but I'm working on getting glyph/black heart (not my main so it could be going faster I guess), I suppose I'll go with belt then cloak as I have a 232 cloak (from that silly midsummer event, yay free gear for alts), but I had a feeling I'd probably be better off waiting on trinket.

Well most tanks will be using Black Heart/Glyph for a very long time considering the rarity of Satrinas, Organ comes from a hard to down in PUG boss, and Heart of Iron is from lolduar. I would definitly rather upgrade from 1729 Armor to 228 Stam when the other possibility is cloak which is 54 Stam 23 STR 88 Armor 13 Defense 13 Dodge over the easy to get Ahune cape he is using.
Also I'm guessing (I'll look at atlasloot later to confirm) there are other ICC cloaks available to pass time between now and when I have emblems for a cloak? If there is then cloak isn't my priority, but I have a lol200 belt and any other boost is going to be 200 >> 264 so may as well go with a BIS that I can get without stepping foot into a raid
The event back is solid until you can get the frosties one, think I've seen the ICC tank back piece drop once.
Yeah, I was agreeing with you, just wanted to add more info. The frost badge cape isnt a purchase you will regret as paladin tank,
Personally, it was my first item, and I was happy with it since it was better looking, and much better than any other easy alternative (before the event cape, it was miles ahead anything else)
