Probably because you're more likely to get an healing over time than someone else, I don't know.
If you're going druid healer, that is pretty easy to pick up but is quite complex to really push good numbers. It will be better after 4.0.6.
Because you getting a bonus to heal effects is less stress on the healer.
The status effect works both ways.

I was under the awareness that HoTs will take the bonus. I could very well be wrong, though.

Really a waste, should be put on the healer as his healing done will dwarf the healing done by the tank.
The wording on Dark Intent contradicts itself, it could go either way. Warlocks don't RECEIVE critical periodic damage, and they don't GIVE periodic heals...so either way some part of the wordage should be tossed out.

I agree on that. My friend usually throws his on a priority: resto druid, feral, hunter (not counting which of them actually show up...).
There's worse choices, but there's a small reason, albeit a kind of bleh one. I always figured it was more to benefit the lock than its target, to be honest.
Dark intent is on crits done from a hot or from a dot, not healing received. Best healer for it is a resto druid, best caster for it is a boomkin on add intensive fight, shadowpriest, or feral druid. It should never be cast on a tank, that's beyond stupid.
how important is spirit to holy pallies? Started gearing mine up for pvp and I noticed a lot of the holy pieces lack it.

Edit: Here's some numbers from last nights Halfus fight (no whelps).
Boomkin: 42% of her damage was DoTs with uptimes of 65/86/27.
Fire Mage: 41.6% of my damage was DoTs with uptimes of 84/85/53/10
I also went to take a look back at when I was FFB glyphed (although sadly I don't have any completed Halfus fights of this). World of Logs for some reason calls Frostfire Bolt by the name of Fireball but around 5% of my damage was from the FFB DoT although for some reason it says an uptime of 2% when its around 100%...
