Well I have expanded on my already brilliant idea. We will attach batteries to the supercharged windmills and they will recharge the batteries. Then the batteries will be attached to solar power cells to fill them up faster. The solar cells will be attached to a car to make the car move faster and further and the wheels of the car will be attached to a treadmill and there will be a generator attached to the treadmill and that will be where the energy comes out.
The only problem I see with this is if the car on the treadmill will move so fast that it will take off.

I saw the thread title and immediately dismissed it thinking it was an adaptation of current hydroelectric dams or using thermal vents on the floor. This is actually pretty damn cool though.
I do have a brilliant plan though. We can use this to power those aforementioned giant windmills to cool everything down during global warming while we continue to burn oil like mad. Morbo was wrong, they do work that way. :D

If they work by gently swishing around in the water with the currents, they must be open to the water and not enclosed by a structure. So what prevents sea life from settling in and mucking up the system? It would make a great coral reef or barnacle settlement or fish hangout. Unless the motion would keep them all away, but I bet it wouldn't stop random assorted junk from getting caught up in it eventually.
