Ok it is not bugged lol, of course people would instantly say it is bugged if someone lost, find that funny as hell. Clearly you must do something to kill it when it reaches 1%hp, best thing to do is read the log of the fight to figure out what that is.
Aftermath level three at some point, say under 50% HP or so, seems most plausible. I don't think this fight is supposed to be nearly as much of a hurdle/fight so much as, say, an interactive CS where you're actually doing more to bind with your new mythic than watching CSes about the past.
Since this was done by a BLU first, it's very possible he used most of his TP during the fight on chain affinity and skillchains and didn't go for the melee damage, which in turn would have gotten him aftermath level 3 fairly quickly (as any other melee job would easily get to level 3 in a minute or so pending whiffs).
I know SE's a piece of shit most of the times, but maybe they just assumed people would be trying out the aftermath things and find out fairly quickly and easily what makes him give up, and because we had a BLU go first that fights using use TP differently he missed something that obvious.

If the fight does require the WS, it's doubtful you're expected to get it from the Vigil weapons. The devs said you'd get the WS along with the weapon once you beat it all and anyone who traded the weapon as soon as they got it would be totally fucked.
So either you do have to unlock the WS through the blank Mythic weapon, or it's something different entirely. The TP thing is still possible (holding to 300% might work), but the point is it might not be restricted to just that one WS.

Piggybacking off this concept, it could be to achieve aftermath level x, y times.
I'm actually more curious about fighting that hydra mob to 95%... Potentially something special happened at 95% to make it despawn and create the second battle. Or perhaps the criteria for the second fight is determined by how long you fight the hydra for.
Alternatively, someone who gets a blank mythic really needs to check it with LC and see if it has weapon skill points, this would be a huge indicator that you need to "power it up" before the fight.
