Shaman specs?

Clearly restoration is for healing but which one is for PVP and leveling? I was thinking enhancement would be for both since dualwield am i missing something?

enhancement and elemental will be shit for arena@80, enhance has some potential in cleave setups but elemental is basically dead. resto will be king, just like at 70, except now you have burst in a different tree that can be a guarantee crit (lava burst), riptide and CoT removal. while leveling the best spec is enhancement though.
