It's taken from you once the encounter completes, and you can't use it at all if you're some distance away (dunno how far that actually is), but knowing Blizzard if you're just going straight up you may never disqualify yourself as the trigger might be minimap-coordinate-plane based.

Are you referring to the picture above? 'cause that's a plague pack, not a rocket pack.

As for the rocket pack itself, I've gone as far as to run back to the start of the rampart. The pack becomes disabled, but you retain it while still in that area. Once you clear the event, it's taken from your inventory. I've never tried to hearth or leave the raid with it still on, so I couldn't tell you if it gets stripped for going beyond the rampart area.

If you die with the rocket pack on during the encounter and get raised afterwards, you'll keep your rocket pack on until you relog, even if you leave ICC. Can't use it though.
