    Failure to Lanch

My brother's called me up asking why his PC is not working anymore. When we try to start up the machine, it either shuts off and turns back on after a few seconds, or it just runs but never POSTs. The drives and the fans all work, but the machine doesn't POST no matter what. This led me to believe the 12v rail on the Power Supply was going bad, so we picked a new 600W PSU at the store and swapped it in. The problem still persists with the new PSU, and now I'm left scratching my head. I tried turing on the machine without the RAM and the HDD hooked up to see if those might be the problem, but I get the same result. I'm not even getting the POST error beeps to point me in any direction. Does anyone have any idea what the problem could be? I'm completely stumped.

Motherboard or processor at that point. I'd start with the motherboard.

That's what I was afraid of. I guess we'll have to start looking for another mobo. Thanks.

Just to be sure, I went out and got a cheap PSU tester which says the new unit is working fine. It said the old unit was defective because the 12v rail was running only at 11v. I dunno if maybe that messed up the mobo permanently.
