This sounds like a prime opportunity to test a Server split, NA/JP. Split it with all NA/EU becoming one server and all JP becoming another server. I am sure the JP players won't mind that happening.

Open a new server and split Odin 50/50 would be my choice instead of moving random player to random server.

I just spent 2 hours using /item "Maze Tabula M01" <lastst> and getting shot down, maybe 2 months ago around 0900EST we spent about 2 hours waiting to start our (1x) nyzul run.
Both times we finally entered after a JP/CH member hit the rune (conspiracy conspiracy conspiracy).
Odin is so full of hated players and thieves that have jumped servers, step one would be sending them back to where they came from and let them answer for whatever they were running from.
Step two is to transfer that ThunderBrigadeLS (or whatever) the JP ls that runs some kind of magazine and posts about Odin......from what i've heard that is why 99.9% of the JP server jumpers/new characters/new accounts are coming to Odin.
I've played on Odin for almost 5 years or w/e the Ps2 release was, if they randomly transfer me or anyone I like instead of these borderline RMT server jumping POS (Hi Luna! How is the level 5 provoke bot treating you these days? Goes well with your copper rings on 75 PLD?) then it won't be QQ time it will be 'start a class action lawsuit with everyone from Odin and see how SE's waiver holds up in court' time!
I think the best solution is for people making suggestions like these to diaf.
Almost all of Odin's end-game LS's get along. It's not the drama-fest that 99% of the other servers are. And even when individuals don't get along, the leaders tell them to shut up and deal. Even the pariah LS serves it's function, and siphons off the mean and nasty players into one controlled area. No major drama wars. It's the way everyone likes it. We have even had LS's move in from other servers and they either die or are quickly minimized in their disturbances.
I never understood why Odin is so overpopulated to begin with.
I know it's one of the old servers and it has a few somewhat popular LSs, but that doesen't explain nearly twice the population of any other server.
SE should have excluded Odin from the transfer-list way earlier.
If they force transfers, they should just remove everyone who is on Odin less than 1 year.
Best thing they can do w/o causing riots at this point is to just keep Odin closed. There will be people that transfer off Odin consistently as long as they keep it free as well as the gradual decline of the playerbase. It'll suck for a few more months during JP prime time trying to get logged into Whitegate on the weekends, but it beats the alternatives. I don't know what they did aside from the previous offer to transfer out, but I haven't had the "Server Congested" message for a couple months now.
They could also make it a force condition for people coming back in their Return Home campaign to move to another server. If they quit/deleted their characters once, they probably don't have much tying them to Odin to begin with.
That server sounds horrible.. Everyone says it sounds horrible, yet people dont want to leave. Id be glad of the free transfer if it was as bad as some people are saying.
Odin isn't a bad server, it's just over-populated. We've got a couple of the more well-known publications (LBR and TB) residing here. We've also got a huge German playerbase. I'm not sure how that compares in size to other servers, but it's up there. I tend to just chalk it up to people wanting to be where the most people are. More people = more opportunities to do stuff. (More people = more chances to get screwed for you pessimists). Same concept that's caused NYC to balloon to over 10 million people.
Actually, it's quite the opposite and I have no problem saying that now because you can't transfer here.
It's stable, has friendly end-game LS's, very few drama wars, and even though it's crowded people work together for scheduling just about everything from Dynamis to Limbus. Occasionally people don't but they get squeezed out very quickly. Even the big HNM's tend to respect small or event-specific end-game LS's because their populations are spread out between all the other LS's. And I think that is one of the reason Odin is so drama-free; very few of the LS's do Dynamis, Limbus or Salvage in-house. This means that you will have people from the same end-game LS's doing events with different event LS's that work out their problems rather than turn them into drama-fests. For example, the oldest Dynamis LS has members from literally every major end-game LS in it, even though their LS may do Dynamis in-house.
Remember, this server has Limit Break, Team Kanican and BBQ Gold on it. So you have high quality players and they are all for the most part friendly with each other. They teamed up to do a huge number of AV kills in the short time it was killable. Very few servers can make the claim that the top three HNM LS's on their server could team up to kill Bubbly Bernie let alone AV. Even better, the pariah LS keeps all the bad people in one controllable place, and even that LS has some really nice people in it and some decent quality players. So even the worst people on the server aren't that bad.
If Odin is split or forced emmigration happens for Odin born players, I would actually consider quitting. I have spent a long time with the people on Odin from all sorts of LS's, small to large. I know who is nice and I know who is not.
The people that say that Odin sucks are likely the people who transferred to Odin thinking it was going to be a drama-fest and they could do anything they want, then found out that they didn't fit in and that people didn't like them rocking the boat. So we are glad to not have them.![]()

They recently did this with several servers in Warhammer Online, because they made too many servers at the start. Even though there was a choice of servers we could have moved to, the exact things you mentioned happened - alliances and guilds were split on where to move, and it ended up breaking bonds between players. Plus, you have the other servers absorbing a bunch of players. I don't expect that to be too much of a problem in FFXI since it's not too hard to find a loose group of players and keep going. But the issue of possibly losing friends and LS mates and people whose play styles you are familiar with is HUGE.
