Talked to a GM, he is going to launch an investigation to my account to see if he can find the gil. Its the same thing as the item retrival service, but it will not use up my only chance. This can take up to 7 days.

The amount of complaining in here is ridiculous. I'd gather most of the people here haven't worked in a Quality Assurance department, as you're displeased with some of the features not working, but don't realize everything else that's required.
They have to analyze every possible customization, enter each scenario, thoroughly test them in ways players wouldn't (e.g., dying to every enemy, running up against every wall, casting different types of spells, JAs, et cetera in practically every square inch of playfield), and this is nothing like public beta testing. In comparison, public beta testing is the ultra-lightweight version that doesn't really have a significant amount to do with what's fixed and what isn't, unless something particularly large is found. You're there to play the game normally and report whatever unusual things you encounter, while internal testers do actual work and a lot of things you'd never want to do without being paid for it.
If anything, I'm grateful SE is working as hard as they are to get this feature out ASAP. They're investing as much time and effort to get this out the door as you'd expect from an even bigger, more successful, and definitely more respected MMORPG. Bugs suck, but you know what? People would've probably whined more if SE didn't implement it at all and delayed it by a few months. So since people would've complained either way, I appreciate their taking this route instead.
stop apologizing for SE, they can stand up for themselves. and this isn't some obscure fuckup, this is the result of choosing a certain dialogue option from a common NPC.
every mmorpgs i played(AC1, AC2, SWG, DAOC)got their "roll backs", "bugs" happening every single patch/update

First, this isn't my first MMO, you and your patronizing bullshit can go fuck off.
Second, yes, every MMO has its bugs, but every single patch in FFXI has its major bugs, and every single patch for those bugs has its major bugs.
Third, SE is making so much money from subscriptions and expansion sales that they can afford to hire beta testers. Heck, even without the sales of WotG, they can use the money they saved by sacking whoever was in charge of creating the content for it.
Practically every big company doesn't hire "beta testers," as that's largely an indie/mod scene thing. At least, and as aforementioned, beta testers aren't very important when it comes to how a commercial product turns out. I'm not defending SE in particular, but game developers in general, especially because so many people don't understand how their companies work.
Chances are, a lot of the money earned from FFXI isn't actually being funneled into its development efforts. It's probably being distributed to other segments of SE, especially because one of the least respected positions in the entire industry is that of the lowly tester. Unless it's an exceptional corporation, you'll never see a healthy amount of cash being provided for improving a testing department. That's not the developer's fault, because it is not the developer's job to test the product. It never is, unless they're some start-up working out of a garage.
Testers are usually disrespected, overworked, and they may even often miss the little things like what's stopped this update from being kept. The worksheets they follow do not ask them to play games normally, which is why things like this are eventually discovered.
Additionally, allowing public beta testing on a game like this would undoubtedly be disastrous. Alpha and beta testers often have to completely reinstall a game from scratch, and for quality reasons, a complete reformatting of the system usually accompanies this. FFXI is too huge and too archaic to make this a streamlined, efficient process that a significant amount of people will actually want to participate in. If a thousand people are willing to beta test for free, the company won't bother.
