I've got a 26 chanter atm, and its a really good class for PvE. You do decent damage, have good debuffs and your chants can be really handy. You get a Chain 2 stun and several Defense Down skills, along with things like enslow and enaspir. Chanter can wear Chain and has a high base parry rate (along with a skill that increases parry) so you're able to off tank in a pinch, though you will have trouble keeping your hp up and generating emnity. It solos very well PvE, and you'll level pretty fast without much downtime due to its heals/chants. I've been able to kill things 2-4 levels higher than me consistently, as long as they don't hit too hard you can heal through the damage.
PvP on the other hand, Chanter really falls short. Its plagued by the same issues that all melee classes have, as 90% of Chanter's functionality/usefulness relies on Melee Skills. Add that to a long casting, low return heal and you really start to run into problems. Their lack of a bind or snare exponentially compounds their shortcomings in PvP, as you have almost no hope of keeping someone in range long enough to kill them.
Chanter is really in need of some tweaking, for besides what I've already mentioned, even its base mechanic "Chants" have some serious issues. The run speed and crit+ chants are both extremely useful, however the others are somewhat lacking. The Regen/Refresh chants take way too long to tick for the amounts they restore (the first tier of chants tick for 31/17 respectively, every ~7 seconds) and the Attack/Defense chants are static increases, where a percentage increase would be far more useful have more effect at later levels.
I really like my chanter, its a good class and its fun to play; however as it stands I've almost completely retired it in favor of a class that can actually offer something in a PvP setting, seeing that this is a PvP game, and I like killing people >.>;
