Rampart Merits/Clarification

I went with the standard 5/5 Sentinel/Rampart Merit setup for my PLD, and I've never really been impressed with the hate gain from Rampart, and have been thinking about swapping those merits out for Shield Bash.

I was looking over the Enmity Tables (<3 Kaeko or whoever worked on those) and saw that Shield Bash generated about 3x the VE that Rampart does (900 vs 300?). What I'm wondering is if the VE generated by Rampart is dependant on how many people are actually hit with the effect. Such as 300VE to the user for each person within range hit with the effect, or just a standard 300 per use.

Common sense would dictate that it would be cumulative for each person hit with the effect, like the good old days of Mazurka spam tanks. I'm aware of the benefits of Rampart merits, aside from this one thing, so arguements over Rampart vs Bash Merits are unnecessary. Just looking for clarification.

I'm no Paladin, but I'm pretty sure the VE generated by Rampart IS dependant on how many people it hits.

The reason I merited rampart was cause I'd pop it when timmy would fly and everyone would take no damage. Then they nerfed how it worked.

Rampart used to give the MDB affect the entire duration of the JA. This lasted all of 2 months at the most (I'm totally guessing). They nerfed it so it basically only lasts one spell. Was pretty cool. Timmy would do like no dmg to you even without a fire resist setup. And not just you but the whole pt for 30-45 seconds. This is while he was flying btw.
