I hate when people state it either way since the answer is silly. If one of the aspects is a constant, the other one obviously is the deciding factor. When skill reaches its highest level, tier always always always always always comes out on top except in specific cases of counterpicks.

Thing is skill is almost never ever ever ever equal.

Which pretty much baffles me why Capcom didn't do the whole "can't see who your opponent picks" like they did in SFIIHD. Nothing is more annoying then watching someone cycling through a bunch of characters waiting for your pick just to ultimately go back to Ken or a perfect counter-character. Sucks donkey balls when I pick Cammy and people immediately go to E.Honda.

Holy shit, just tried Championship mode. First guy I fought was a monster Ryu who destroyed me lol. Seems like this mode is for the serious players.

im noticing more ryu players too, me being one of them.

i was fighting one a few hours ago, who was very predictable but he cought my blanka at a vertical roll and did a shoryuken into a focus attack cancel into an ultra. i think he was too focused into looking for a window to do that move the entire time that it just made him play like shit lol. but im seeing a LOT more ppl pull that move out now.

You must mean they want to be Poongko, seeing as how Daigo shouldn't even have been in that tourney to begin with. He didn't even place in top 8 in the Japan National tourney, and he got an invite by default which is a fucking crime in itself.
