I don't think Garrett took the job because it pays less than his current one. 11.5 million over 4 years is < than 3 mil a year with the Cowboys.
Given his situation, I would stay with the Cowboys for that pay as well. If they are total fail in the future, he won't take the blame right away; it will fall on Phillips / another coordinator.
If he took the Rams job, and they don't improve to a playoff team over the next 3 years (which, they probably won't) then he will end up fired, and he won't get anymore head coaching interviews. He is better to wait for a job with a better situation.
