If I had my gear, and full merits, and all that noise... I could probably spam some good Rampages. When I was capping sword on War for Pld later, I did some pretty good vorpals now and then.
When you use a Great Axe, you stop thinking pretty good now and then is actually that good.
Rampage: good to great every now and then
Raging Rush: manages to suck every now and then

The gap between Polearm and Great Axe gets huge as you go from 60 to 70, but even at 75 it's still a viable choice on birds. The issue I see with it is how many hits it takes to get to 100% with both. WAR can't wear the high-delay Polearms, so Great Axe will always get more TP per hit, and you can get a 6-hit at 60 /SAM.
Then again, Polearm gets a 25% boost just by virtue of the mob you're fighting.
Also, regardless of all of this, don't use Axes. Both Great Axe and Polearm seriously outclass dual axes, it's not even a contest.
