25% equipment, 25% job ability, 50% magic and item enhancements, 80% total.
The 26% comes from the operations used to calculate the actual delay reduction rounding down. Technically the equipment cap is 26%, but its really only giving you a tiny bit of extra haste, not a full 1%. Most jobs can't get that much in equipment anyway.
I think Spy's Drink can break that, but just speculating.

I looked for the formula for this. Does anyone have the link handy to where this was tested? How can you prove that it is 26%? I'm not questioning if your right or wrong, would just like to know how it was proved.

And that's why I'm not content with 25% on WHM, and am burning gil to get Blessed Pumps+1 (0/150)...
Go to Kirschy's haste threads, she explains the method of her test etc.
It is in theory that the full haste system is 512 (something about programming), and each 1% haste from equip gives you 5/512, so 125/512 = 24.4% instead of 25%, so another 1% haste from equip will give you the 128/512 equip cap.

Yea the cap is definetly 25% for equipment, but the %s listed on equipment are not accurate and slightly lower, so you'd need 26% of equipment haste to hit the cap. (The difference is like 250-252/1024 vs 256/1024. Which is .4 - .6% Haste for the extra 1% of printed haste depending on your setup.)
The magic cap is 43.75% (448/1024). Although the number is weird, there's a silly trick to make it look nice:
Eq Haste - 4/16
JA Haste - 4/16
Magic Haste - 7/16
The total haste cap appeared to be exactly 80% last time I tested.
I have skimmed over the thread a few times and have seen fast cast mentioned a few times but always in a different format then the normal haste values so I guess I will just ask bluntly.
A 75 RDM with AF1 Hat, AF2 Body, Loq earring, and Haste needs how much haste from gear to hit the minimum ni recast time(I am pretty sure its impossible without a bard but just want to know what kind of numbers we looking at).

AF1 Hat has 51/1024
AF2 Body has 51/1024
Loq Earring has 10/1024
214/1024 total fast cast~
Ni base recast is 45 sec, so min recast should be 22 seconds. Assuming the above and working the math backwards you'd need... 342/1024 in haste. Assuming 150/1024 from Haste Spell, thats 192/1024. 19-20% in gear/marches.
Kirschy, just random curiosity, how do you utilize your apocalypse? After doing what is arguably the best WS in the game, do you TP in 16% haste or in 15%? Speed belt and 3x homam would be an easy way for 15% assuming you have speed belt, and you'd gain something on your head (Ohat or so). Or ace's/speed belt/homam x2 with like ares flanchard? The latter sounds better to me. DRK friend of me might start apocalypse and I'm thinking a bit ahead of him :3
I have a macro for while Cata Haste is on. Aces/Speed/Dusk+1 Hands/Ares Legs/Aurum Feet. It's 16% Haste, to give me capped haste /w Cata.
Stat-wise, I believe it's the best possible setup. I like to play around and experiment a lot though.
Clearly, a WHM wants 26% haste to melee with, so out with that Staff! (Yeah, really, that's just how I roll) I have the staff but it's only for things like -na and Regen, as you said. Used to be killer for Raise-fests, pre-Celerity.
Why SE decided that Pumps need to be Leathercraft, so I can't sign/craft them at will to HQ like the Hands/Legs... Meh. All Clothcraft gets for feetwear are Socks and Moccasins and, well, variations of that.
When you express it in powers of 2 like that, it looks so much cleaner. Percents are so arbitrary.
