There are 3 main reasons that they will not ban windower.
1) It compensates for flaws in the game's mechanics. When this game first dropped these features were going to be added in, but due to PS2 and PC limitations they were scrapped. Keep in mind this game is over 6 years old
2) The sheer volume of people using it. Id REALLY like to see them ban over 100,000 accounts (roughly 1/3 of their total player count)
3) They are too busy hunting people using exploits IN the game, and IN windower to go after the player who wants to know how far away from a target they are.
I dont use it, but I'd think that if se began to ban windowers, then they just are trying to end ffxi.

honestly, if you really, REALLY think about it... most of the banned were hardcore. means they played a LOT. now i think it was unbelievably douchebaggy for SE to ban their accounts, but in the end...

- yes, you lost all the time and your char, which SUCKS.
- you now have free time you didn't have before, which you can do ANYTHING with.
- if you choose to play another MMO, you'll be giving a company your money that won't shit all over you repeatedly and tell you that "it's more fun that way!", because other companies in the MMO world aren't like Square-Enix.
- sure, SE got your character, but they fucked themselves in the ass on this one. unless they're RMTing the banned themselves it's just gonna speed up the eventual death of the game by a matter of months. less players + less money + pissed off playerbase = fail.

I obtained all 7 of my salvage upgrades legitimately, but unfortunately not all of my friends can say the same. Fact is, doing this because you think you're more entitled than other people isn't why anyone duped - everyone had the access to if they wanted to. There is no competition in an instanced event like Salvage. Botting on the other hand, CHEATING using a 3rd party tool, is an example of thinking you deserve claim and items more than the rest of the community. This is not cheating, but moreso lying and being dishonest customers - which is still bad, sure, but not in the way you are saying.
