You are correct, people are completely misreading the rule on terrain.

It says that it is illegitimate to use terrain to place yourself in a position where you can attack the mob without fear of the mob being able to attack you.

If the mob has access to you then there is a fear that it can attack you. Kiting around terrain is completely and totally legitimate because you are in a position where the mob has access to you.

Basically, the terrain rule is to prevent things like the WoJ.

Any other reading of rule is just an attempt to justify some other rule violation, and it is completely grasping at straws.
