Well basicly it blocks soem really random sites ( liek photobucket for one) and things that woudl keep me entertained like youtube and such while at work. how do i get aroudn it and is if so can i use it without fear of being caught using it?

You can try visiting a proxy webpage, but realize that it's pretty unsafe to use, and any competent IT department will know if you're using one.
If you're at a small company, go for it. Otherwise, make friends with your local IT guy.

and more evil. hooo boy. did someone forget to force SSL on gmail? quick hunt for some "suggestive" images, a little work in photoshop, and look who's getting escorted out for sending harassing emails to that cute secretary who answers the phones! </BOFH>
best advice would be to talk to your IT guys and try to justify why these sites need to be accessible imo. if you get caught trying to dodge the web filter, you could end up in deep trouble and even lose your job. barring that, look into setting up a VPN to your home box and bounce all your personal connections thru there. that way unless they're looking at your screen, it would be hard to prove you were looking at restricted content.
If I were you don't. Most proxies these days (web ones) seem to have too many restrictions and ads, just find something else to do which will let you past time but yet make it seem like you're "busy" working, rather than entertained.
get internet on your cell phone and call it a day unless you like giving your network admins reason to get you fired imo

My work blocks alot of things, to get around it if i really need/want to i just use the IP address as the website instead of the words/letters ~
Example: ffxiah.com you would use http://74.54.240.36 and for whatever reason its not blocked
(to obtain the ip i usually just open command prompt and type ping ffxiah.com)
This is obviously not the easiest way to do it but it works for most blocked sites ~ I also dont have an IT department that watches the internet ~
