Bush being compared to a chimp was based out of the fact he often came off as an idiot.

Blacks being compared to chimps or any monkey is a several century old comparison deriving from the belief that blacks were subhuman and thus equal to chimps or other monkeys. Please do not try to say that this image is not still relevant and commonly used.
