Strange hotmail Problem

Ok cousin call me today saying his Hotmail dosnt work, so i check it and do these things.

1) he is on vista, and he was using windows live (what replaced Outlook express in vista)

2) i deactivated all his firewall for the test, and closed windows live and used hotmail.com only

3) he has no adresses in his block list.

4) the messages did not go in the junk file

So He can send emails but not receive them, on either windows live or Hotmail.

I even tried to log on his account on my PC and still not able to receive any email, he told me he did lots of yes yes yes on firewall before (norton) but i deactivated it to make my tests and still failed

don't know what to do anymore

I think Microsoft's been having a lot of problems with hotmail lately--a few days ago, every time I tried to log in using Firefox, it would give me a "Please refresh your browser window. When you access your Windows Live Hotmail account from more than one computer, we ask you to sign in again to help keep your account private and secure" the moment I tried to select a message, yet would open fine with IE. Give it a day or so and see if the problem doesn't resolve itself.

I wonder what can cause the problem

On my PC i can send email to my mom and can receive from her,

But my cousin cannot receive from anyone w/e it's hotmail gmail or w/e, guessi t's random
