AVI -> Gif converter

Is there a free tool that converts avi/mpg/flv (any is fine) to animated GIF? I've spent a while now on google with no luck, all require payment to use..

VirtualDub's support of creating animated gifs is sketchy at best. It does it, but you have zero control over things like the framerate, resolution.

I totally forgot that I then import it to Photshop. But now I think the new PS have an imort AVI function and you can take animations from it.
