Jealous because you didn't get it? lol If you were the one who had gotten it, you'd be going on and on about how the +1 VIT is a great macro piece for cover.
The numbers are there just for pulling purposes. It's also makes it easier to identify which mobs are doing what. You can do it with a simple hexediting program. It'll take like 5 mins lol.
I'd rather idle in Surcoat then Nuevo. If anything Surcoat is still a good idle piece and cover piece.

Edit: Also nowhere did I say Surcoat was the best idle piece, just that if only given the 2 options Surcoat or Neuvo, that Surcoat is the superior of the 2 to idle in.

Actually, I'd probably idle in Nuevo too to gain the benefit of the reduced casting time on spells. Sadly you only get the recast time reduction if you equip the body at the same time as you start casting =[.
I think it's opposite of what you're saying. You have to have it on at the start to get the fast cast part, where you have to have it on at the end for it to effect your recast times. Besides, this is what macros are for, /equip "item", /cast "spell". This way you get the benefits of both casting time and recast.
Well, like you said, you get the recast reduction by having it on before the cast finishes i.e. you pretty much always get this bonus. But for some reason, the item has to be on prior to casting to get the casting time reduction. Simply equipping it at the same time as the cast in a macro won't grant this bonus. This is easily noticeable with RDM AF hat and AFv2 body... my spells go off at ~60% when they are equipped simultaneously with the /magic line in macro, whereas they go off at ~50% with these items already having been equipped.
This depends highly on your lag, and how you set your macros up. I never, ever, had problems setting it up on my PC before it crashed, so I always got the +20% Fast Cast on my RDM on all casts.
However, on my laptop I have a lot more lag, so it tends to get swapped in too late in crowded areas, which makes me fire off at 60%. If it's a place without too many people though, it still works.
It clearly works differently than, say, enhancing Meditate with SAM AF hat and AFv2 hands. I can equip those items at the same time as my /ja "Meditate" line and always get a fully enhanced Meditate. Pretty much any JA with an enhancing item that I use works in this way (Boost, Chakra, Sentinel, etc.).
If anything, I'd think MORE lag would cause you to get both benefits, since equipment swaps appear to be client-side ("Equipment changed." message always shows up right away) while casting is server-side. So in cases where you have a really low sending rate (like playing on 56k) you'd switch gear then actually start casting 0.5+ seconds later even though they're placed in the same time frame in a macro. Purely speculation, though. At any rate, it's evident that enhancing Fast Cast and enhancing JAs through gear don't work the same.
