Assuming that's a NQ Prism Cape, there's nothing Gimp/confused/wtf about this blm depending on what's being nuked. The cape,legs and feet are all acceptable pieces and depending on what's being nuked, so is the neck piece. That looks like Attowa Chasm though so if it's nuking Tiamat, the neck is really only the wrong piece of gear.

AF/+1 Hands, AF2 Hat, Ele torque. Pick 2, use highest damage output in the third slot. And stop using motherfucking HQ54 Rings at 75. Shit doesn't look cool, it looks gimp as fuck and you're wasting hundreds of thousands of gil for literally no stat increase. And I'm pretty sure those are Campaign shoes, MAB+3 or something.

Assuming that's Tiamat, that's still only 2 improvements from less than average. I'm guessing if he's using HQ Level 56 INT rings, he doesn't have the gil for a sorc ring or else he'd probably be at least using Snow Rings. That still doesn't make him gimp. It's not like him going from HQ level 56 INT rings to NQ Lvl 72 rings will even give him enough gil for any of the upgrades you suggest.
