Yep, pretty sure it's one big test to see what the community want, and maybe "beta test" it using D2. Not that there is anything wrong with this...it's a great way to make your game better.

The "diablo II patch content team" is probably like 3-4 guys programming everything, that probably got dragged out of somewhere else to do this for whatever reason Blizzard decided to make another D2 update (potentially testing the waters for D3 mechanic improvements as people have mentioned, or seeing if there's anything major people didn't like about D2 that they didn't account for or haven't thought of in whatever the current design iteration D3 is in right now).

And they're simultaneously making two large scale, networked AAA games. I think it's pretty safe to say resources aren't really that big of a deal here
