There are very few places you need to wear any significant amount of m.acc to cap land rate(wyrms, JoL, a few ein bosses). Dynamis, Limbus, plain Einherjar mobs, puddings, zilart kings, etc have next to no resistance and you're fine with just HQ staff, merits, and possibly relic hat/af+1 hands depending what mob. For wyrms, omega is acceptable, but the amount of people that just use it as an all around nuking ring and throw away 2 INT is ridiculous. A similar principle applies to MND enfeebs, but to a lesser extent as they have a cap anyway.

Omega Ring on BLM is the most useful for stuff like:

Dark Magic, Enfeebling Magic like Grav, Bind, etc.

It isn't really a good ring for nukes (except for maybe wyrms); I'd take INT+5/MAB+10 depending what I'm doing over that in a heartbeat. It is a good ring, but not when you want INT or MND more.

No. If his m.acc is generally low enough to outright go through the thought process 'hmm, i'm getting resisted a lot, maybe i should wear more macc gear', then he'd be better off nuking in AF hands and snow ring. If he were somehow 1% m.acc below cap and actually knew that, maybe omega would be acceptable. The fact he has zenith mitts in the set means it's not a conscious decision to improve m.acc so much as being a cheapass and not buying a snow ring.

Uh, incorrect. The ice resistance you gain from omniscient is what makes your nukes do more. Since ice is the direct elemental correlation of INT, then the more ice resistance you have, the more you resist the environment's ability to hinder your INT and therefore your damage.
