Civil Commitment has to do with the criminal posing a threat to themselves or others if released. Or at least that's how it is here in California. I'm really only up to date on California law.

For example, if a person with schizophrenia serves his 3 years in a sate mental hospital after being deemed not competent to stand trial and the court rules that he is not able to be restored to competency, then a forensic psychologist will run a battery of tests to evaluate the level of risk he poses to him and society if released. If he does indeed pose a risk to himself or society then the State has a Civil Commitment to keep him from being released. So he'll go to another mental hospital that deals with Civil Commitment cases.

In the case of this guy, they are tying to make the argument that if he is released he will pose a high risk of harming another child so they want the State to hold onto him until he can be returned to a state where he poses little to no threat.
