Diatom Dust is pretty safe around pets, but I'd ask somebody who knows what they're selling or do a little research on the type of dust you're using before you buy it, incase it doesn't work on Carpenter Ants, we used it a couple years ago to keep bugs out of entry points in our apartment and it stopped the ground-based bugs(had fruitflies get in one week though), it's basically just like talcom powder except its chock full of little dead bug exoskeletons like a marked no-fly zone, you can't see shit without a microscope though.

If you think they're nested in your walls try taking the covers to light/power sockets off and seeing if you have enough room to drop poison/mothballs/etc beside the sockets into the wall itself. Also I'd say buy a caulkgun and go to town on any places you see they can get through.
You can inform your local health department if your landlord isn't doing anything, and also, I think your lease should have something in it governing pest control so go ahead and check that as well. Not sure how much help that will provide though. Have you tried calling over an exterminator of your own to go around and give you some ideas as to what to do/where they're coming from? Something you can document, should it come to legal concerns with your apartment. Might want to think about moving if all else fails.
Fortunately in the apt. I'm now moving out of the only problem I've ever had were spiders. Which is really odd - I'm military so I've spent plenty of time in all sorts of places and to find a place that's infested with *just* them just strikes me as weird. I guess they were killing everything else off lol. Apartment sprays regularly too though, so meh. Most of the time just wolfs and their derivative breeds coming in from outside. Took me a while to figure it out, what they were doing was getting into the cracks of the windows and doors, and anytime they were opened, they'd come scurrying in. Small ones were hard to see in the corner cracks and poisons don't really work on them unless you spray 'em directly since spiders don't absorb it through their legs like the other insects do. I think the worst one was when a garden spider the size of a dinner plate somehow got on my door and webbed the whole thing... great way to be welcomed home, giant garden spider smack dab in the middle of a huge web on your door. Like seriously mate, I'm not walking into your web, 'specially with you on it, even though you covered my door with it - and I think I'm a lil' large for you to be preying on. And you were big enough that I just took the battery terminal cleaner I had in my car to you.
