For FFXI on 360, you have to link your Xbox Live Gamertag (can be either Silver of Gold membership) to the POL account you're trying to create and log into.

Does that mean that I can't log into another person's account on the 360 to dual box? For example, a mule I have was already registered to another Gamertag. Does that mean he would have to sign in to his XBL account here for me to use it?

Yes I think so, it really pissed me off when I first got FFXI for the xbox... Dual boxing is just so much better

You can call SE and ask them to unlink that account (may need all the info I think, I forgot).
But yea for multi accounts you'll need multi gamertags. The reason for that is, by talking to title NPCs they can unlock any achievements you got on that account to your gamertag.
