Shovel Knight is out and won't see a deal this time, but worth the $15 and I only played the first level twice.

Tropico is a pretty fun comedy city builder. $3 is awfully close to free.

Anything I should be concerned about for the Steam versions of GTA3 and 4? I know they're both great games in general, but ports sometimes go very badly (if they were ports).

GFWL is still part of GTA4, and Rockstar has shown little/no interest in patching it out.
GFWL is going to die, maybe next month, maybe not
Best case scenario, Rockstar patches it out and uses steamworks for DRM/Multiplayer/cheevos
Average case scenario, GFWL auth is no longer needed to start/save games, but multiplayer/cheevos is broken forever when GFWL dies
Worst case scenario, GFWL dies and GTAIV never saves your games unless you crack it with 3rd party patches.

Not sure if serious.....there's a big button to check the market right next to each card you need, inside the badge window.

You can craft cards for any game too, can just buy a set for cheap (like 5~10c each tops) and craft those if you just want a shot at the free games.

If I had a crystal ball to look into the next two to three years, I'd bet on Rockstar releasing an 'HD Remaster' on Current Gen consoles (and 8 months later, PC), that had GTA 4 in it, minus the GFWL shit. They'd do that before stripping GFWL from the Steam version of IV. This is its last hurrah.

Basically they'd be smart to follow what MS is doing this year with Halo Master Chief collection.

I have a friend in a similar situation, he got the cards for previous votes pre-L8, upon voting in the very next community vote after hitting L8.
