So, I didn't know this but if you buy two games at the same time, play one for 2+ hours then play the other for 15min and not feel it. You won't get a refund on the one you played for 15min.

This seems like an error. You might want to message support. Some place, it says each game is given 2 hours.

This is an actual request and not the automated system they have.

I'll just bite this one. I didn't realize that was the policy. Oh well
A recent tactic with the implementation of Steam refunds is for publishers to bundle in some kind of DLC/in game currency with the purchase if the item goes on sale. Thus making the item un-refundable.
This happened constantly with GTAV, to the point that everytime it went on sale they'd pull the normal version and only sell it paired up with Cash Cards.
Multiple purchases at once should be different than a bundle. If the refund isn't working, submit a support ticket and you should be fine.

Yep - If you gift something to someone and they played 30 minutes and you played an hour 31 minutes, it TOTALS both times thus rendering the refund option useless. So instead of it counting time separate it's a way for certain devs/publishers to not want the refund issued it seems.
That DLC thing is funny but expected sadly..I rarely refund games but it seems the "Early Access" ones tend to be the more requested based on polls lol.

I just did this today/yesterday. Refunded Talos Principle, which I bought in a big pack full of other games, hadn't gotten around to playing it yet, and the Humble Monthly gave me a copy of it.
