Complete rumor/speculation. But I'm reading a lot of the people getting loaded with free games (me for example) have a high Steam Rating http://puu.sh/bOys

I could see this making sense, since why would Valve want to pass out the best gifts to people who don't frequent as often & play. Although its extremely easy to hit 10 (just idle tf2 or something).

Also objectives, the more you complete the higher the chances? I could definitely see the system favoring to that. Two close friends of mine haven't been getting anything but coal & coupons and rarely use Steam at all (0 games installed except for when they did the free-day achievements).
