Money is not enough you need luck. Considering the amount of different augments you can get and the fact that you can only do one fov per game day, I'd say even if you had 999 millions on 15 mules you won't be able to get it.

And what increases your chances of win the augment lottery, having enough money to buy one ticket or having enough money to throw it away forever without caring? Sure, you could go forever without seeing those augments; but hey, some people go 0/200+ on salvage drops, and what do you say to those people?

I'm sorry, but I think to -most- people, the holdup there is gil. Oh, and the fact they'd probably augment other items too.
