His 19% haste gives him a 415 delay scythe => 8.675 hits per minute
The extra 2% gives him a 405 delay scythe => 8.889 hits per minute

If he has Haste+2x March:
His 19%+35% gives him a 235 delay scythe => 15.319 hits per minute
The extra 2% makes that a 225 delay scythe => 16 hits per minute

A whoping +2.5% damage with those 2 extra haste with no haste/march
And +4.5% damage with those 2 extra haste with haste/march

Those 14 acc your taking away for those extra 2 haste accounts for 7% more accuracy.

If the 14 accuracy is just what he needs to get to 95% cap then those 14acc will give him about 8% more damage.

So unless you break 57.5% haste... those 14 accuracy is more valuable then 2% haste given his not over cap with accuracy.

He can find the gil/time/patience/LS for an Apoc, but a BRD and a RDM are out of the question... holy fuck. Alla right there in a nutshell.

That gear puts him at about 88% accuracy in a tier3 einherjar with meat.
